You can change the size of
a selected entity by scaling it in relation to a base point. You can change the
size of an entity by specifying a base point and a length, which is used as a
scale factor based on the current drawing units, or by specifying a scale factor
in 'Input Bar'. To use this tool select 'Scale' from Modify menu or
select
icon from Editing toolbar.By default this option is disable. To make enable you have
to select the desire entity.
Steps to Scale the Entity :
Select the entity to be scale.
Select the Scale tool.
Select the reference / base point.
Specify the 'Scale Factor' ie either by Length or by defining it number in Input bar.

In above case a circle is scaled. In this it's centre is taken as base point and three is taken as scale factor. Fig.1 is before scaling the circle and Fig. 2 After scaling it.
